Funded by the Louisiana Public Defender Board (LPDB), the Louisiana Appellate Project provides appellate counsel for indigents in all non-capital felony appeals arising in all of the districts. This includes felony-grade adjudications for juveniles. Each Public Defender office has contracted with the LAP to supplement its staff with these services. There is no cost to the district public defender for these services.

Handling the appeals in non-capital cases includes the work in the appellate court and, when professionally appropriate, filing for writs to the Supreme Court. It also includes specifically those cases appealed by the State, such as when a statute is declared unconstitutional.
